There are two modes of CVBS, 480cvbs and 576cvbs.
setenv m "480cvbs"
setenv cvbsmode "480cvbs"
setenv bootargs ${bootargs} cvbsmode=${cvbsmode}
And make sure the vout mode is set as hdmi mode.
setenv vout "hdmi"
